This is because heads of senior high schools may not be promoted to head a school or an institution because of long service but rather serve a basic minimum of years in addition to undergoing a management training program.
The Minister of Education Dr. Mathew Opoku Prempeh gave the hint at a joint meeting by the Ministry of Education and Ghana education service with heads of selected public and private senior high schools where less than 50 percent of their candidates have failed over the past five years to qualify for tertiary education and device strategies to improve performance.
