New Teacher Licensing Policy: Criteria for Appraisal and Promotion of a Beginning Teacher

The New Teacher Licensing Policy known as the Pre-Tertiary Professional Teacher Development and Management Policy (PTPDM) has outlined the various guidelines for the Appraisal and Promotion of Teachers under the New Policy.

The Appraisal and Promotion will be based on the following Criteria:

1.  Competencies of the Teacher

2. Evidence of Professional Competence of the Teacher

PHASES FOR PROMOTION /APPRAISAL OF A BEGINNING TEACHER (BT)

There are four Stages a Teacher on this Rank will go through to be licensed.

The Stages Include;

1. Performance Planning Phase- First Two Weeks of January.

2. Progressive Review in July

3. Review and Appraisal at the end of the year.

4. Decision Making.This include; Rewarding, Training and Promotion

COMPETENCY AREAS ASSESSED FOR PROMOTION OF BEGINNING TEACHER

1. Organization and Management Skills

2. Innovative and Strategic Thinking

3. Leadership and Decision Making

4. Development and Improving

5. Oral and Communication Abilities

6. Job Knowledge and Technical Skills

7. Supporting and Co-operating

8. Maximizing and Maintaining Productivity

9. Development and Managing Budget and Saving Cost
INDUCTION TRAINING FOR BEGINNING TEACHERS

A) Complete Mandatory Training Course on ;

1. Basic Management Functions. E.g Teaching Methods,Class Control etc.

2.Teaching and Learning Materials and Lesson Note Preparation

3. Identifying Learning Needs of Pupils or Students

4. Demonstrating Commitment to Teaching

5. Develop Positive Attitudes and Moral Value.

B) Participating in  a Year Program in Orientation by Heads,Heads of Department ,Circuit Supervisor,District /Cluster in Service training.

Health Matters:Menstrual Circle and Ovulation Period – Prevention of Unwanted Pregnancies

Most girls don’t understand this because of much heavy grammar used to teach it, and we don’t listen to our body too. I read, I started listening to my body for signs and I arrived at the simple analysis/steps……..

👉MENSTRUAL PERIOD:The time blood flows out of your private area, when you use pad.
👉MENSTRUAL CYCLE: Days it takes to see another blood in the month. If you last saw your period in June 11th and it started again on July 10th 2017, then you have 30days cycle (count from 11 June to 10 July).
NOTE: It is erroneous to believe its 28days cycle, different women have different cycles ranging from 21-35 days.

👉OVULATION PERIOD: This is time to get pregnant without stress. This is 2 weeks after your period or 2 weeks before the next period.
Here’s a simple way to calculate your ovulation (unsafe) period.

1. From the first day you see the blood of your period.
2. Pick up a calendar and count 15 days including the first day of the blood stain.
3. Mark the 15th day with a pen.
4. Mark 3 days before the 15th day, and mark 3 days after the 15th day.
6. You will notice you have 7 days marked.
These 7 days are your ovulation/fertile days also known as unsafe period.
That is if you have sex on any of these days, then you have 98% chances of being pregnant.
7. Do this every month diligently

EVERY OTHER DAY IS YOUR SAFE PERIOD.
For example:

1. If your period is 11th July, 2017,
2. 15 days after the first day of the blood stain will be on 25th of this July too (2weeks after) counting from 11th.
3. 15th day is on the 25th July 2017.
4. 3days before the 15th day is 22, 23, 24.
5. 3days after 25th July 2017 is 26,27,28.
6. 22-28th July (7days) is when you are ovulating. It is your fertile period.
**Don’t forget that the 7 days is a reminder that sperm stays in the female body for about 7 days. Any sexual contact in between ovulation period will form something that has ears, eyes, etc.
ALSO……
If you want a baby girl, have
sex between 3 days before ovulation (22- 24th) 2017.

For a baby boy on the main ovulation day and 3 days after 25th.

MAJOR SIGNS THAT YOUR OVULATION HAS BEGAN

You don’t need a doctor, just relax. After 2 weeks you may feel the following:
1. Headache.
2. High body temperature.
3. Dizziness (feeling of tiredness and sleepiness).
4. Breast tenderness/ size increases just like when you are menstruating.
5. Increased sex drive.
6. Light cramps or pain on one side of the pelvis.
7. Abdominal bloating.
8. Heightened sense of smell, taste or vision (you eat more).
9. Vagina mucus becomes slippery (if you notice, put it in between fingers…it stretches like thick catarrh or snail mucus…colorless like egg white.
………..
N/B: The instance here is for ladies with 30 days cycle. And someone who saw her period in July 2017. If yours is 28, then it’s 14 days and not 15 days.

If you have headache without a cause, check back to when your period started. You can drink both malt and peak milk….don’t run to the pharmacist always on issues that can be naturally handled, because drugs are not always good on girls. Or you can take only paracetamol.

Shut up on Teachers’ Licensing Examination – Former GES Boss tells Teachers

Former Director General of the Ghana Education Service (GES), Mr. Michael Nsowa Agyei has attacked freedom of speech of teachers asking them to shut up on the introduction of the new licensing examination for teachers.

“If anybody says the minister is not following proper communication channels that person is just being untruthful”, the current chairman of the Education Council took a swipe at the teachers describing them as such.

According to him, Hon. Dr. Matthew Opoku Prempeh who is a medical doctor by profession is knowledgeable in the field of education and perfectly knows his work as a Minister of Education.

“Anything he does is perfect leave him to implement the policy in the constitution”, Mr. Michael Nsowa Agyei told members of the National Association of Graduate Teachers (NAGRAT) on Abusua FM’s “Abusua Nkommo” host by Kwame Adinkra.

“We are not professionals as everybody is saying. …the doctors and the lawyers are professionals so we must leave Dr. Opoku Prempeh to work”, he fumed.

 

” If anybody is saying information about the licensing examination was kept secret from that person, he or she can go into the teachers’ diary given him or her”, Mr. Michael Nsowa Agyei directed.

According to the leadership of the National Association of Graduate Teachers (NAGRAT), members are oblivious of information and lack understanding of the yet to introduce policy due to poor communication between the Education Ministry and the Association.

“I do not have any official communication from the Ministry of Education. …I got to know that teachers will be writing licensing examination in the media”, the NAGRAT president, Christian Addia-Poku alleged.

According to him, the attitude of the Manhyia South lawmaker is a gross disrespect and affront to teachers in the country urging him to eschew his open pride.

Commenting on the development, the retired educationist stated nothing has gone wrong on Hon. Dr. Mathew Opoku Prempeh’s side.

UEW orders Students to maintain 2016/17 fees for New Academic Year

The University of Education has issued a notice to all Students of the University to maintain the fees paid during the 2016/17 Academic year for the 2017/18 Academic year.

According to the University,the decision to maintain the fees from the 2016/17 Academic year was inline with a directive by Parliament conveyed through the National Council for Tertiary Education.

Universities were recently directed by the National Council for Tertiary Education to hault the issuance of fees after agitations by students claiming the fees were too much to afford.

A situation that saw Mahama Ayariga threatening to a court action if universities do not go through the right procedure for issuance of Academic fees.

Female Teachers engage in Lustful Relationships for Survival in the Rural Arears

First National Trustee of the Ghana National Association of Teachers (GNAT) has revealed that female teachers posted to rural communities to teach engage in sex for food.

This, according to GNAT has affected teaching in the communities.

Madam Victoria Affram speaking on Accra-based Adom FM said the female teachers who are posted to the rural areas have to be in amorous relationships with some opinion leaders and some village chiefs.

She said, because government don’t pay newly posted teachers on time, the vulnerable female teacher have to go through this in the village whiles others who can’t cope with the situation do not go at all.

She noted: “Some of these opinion leaders lure them with gifts and subsequently impregnate them and force them to become second and third wives. These lustful opinion leaders come under the guise of lending some support but with the view of engaging in sex with the teachers. Some of them get pregnant for the husbands of others leading to internal rifts between them and the original wives.”

Madam Victoria Affram called on government to ensure prompt payment of salaries to newly posted teachers in rural Ghana to curb the situation.

“Some of these female teachers have no places to sleep…it is that bad that some even sleep on mats. In the end the teachers who are supposed to be role models turn out to do the reverse of what they are supposed to advise the teachers against.

“They are not given T and T and when they go to the village, they are accommodated by opinion leaders in the community who later make love proposals to them…many become pregnant later, are forced to become the 2nd and 3rd wives of the opinion leaders and lose their respect as role models for the young girls,” she added.

Partisan Politics destroying Education in Ghana – Senior Lecturer

Gradually, partisan politics is destroying education in the country. Over reliance on political actors in formulating education policies is destroying the system. We’ve just been told that teachers are going to be examined before licenses are issued to them to qualify for practicing the profession. Such reckless and bogus policies will not only detrimental to the profession, they also pose a serious risk to high quality education. The sector is experiencing these challenges because of politicians refusal to listen to people have the technical know-how and the wherewithal.

Teaching is one of the best professions in the country, but teachers are most often crushed by bad and partisan inclined government policy. The current administration is gradually destroying teachers career and lives and ruining education. Who said we don’t have stipulated policies for assessing performance of teachers. Teachers go through series of assessment points before they are issued with a certificate to teach. I am surprised GNAT and other organizations are looking on unconcerned for the politicians to toy with this noble institution

We used to have the PROBATION SYSTEM where teachers after completion of the training course, are put on probation for two years where they are assessed by supervising officers before they are issued with a certificate or otherwise. After going through this system, they teach for five years and qualify automatically to the level of an ASSISTANT SUPERINTENDENT. A special exams is held for them to qualify them to the PRINCIPAL SUPT position then subsequently, go through an interview to qualify them to an ASSISTANT DIRECTOR position.

We also had the PART 1 AND 2 exams which was organised by the Cape Coast University. Trainees who fail the part 1 exams are made to repeat and write the exams again (resit) those who are referred in one or two papers get promotion to the next hurdle but are made to rewrite the refereed subjects.

Trainees who are unable to pass in the refereed papers are not issued with full certificate and will teach with no grade until they are able to clear the referred papers. This has been the arrangement from Adam and with this system, Ghana produced the best teachers on the continent so why this unnecessary and wasteful policy.

Nurses, Doctors, lawyers etc are issued with license to operate because of the nature of their work. One careless mistake by a nurse can cause death etc a careless mistake by a lawyer can land an innocent person in imprison. Have we considered the teacher and pupil ( student ratio) or we’ve hit the UNESCO mark. And what about the pupil teachers in our rural areas.

The PNDC government introduced the modular system to train pupil teachers and offer them ( Cert “B”) certificate and it was one of the concepts the administration used to reduce teachers deficit the country suffered as a result of the exodus of teachers to other western African states in the early 80s.

Then I heard that the period in the classroom is going to be extended. How? This is the reason why I have always advocated for the appointment of educationists to handle the education ministry. We are going through these reverses because of the partisan position taken by educationists in the current administration.

Many considerations go into formulation of policies to guide teaching and learning and one of it is the child’s ability to absorb what is taught in class and factors that can or may hinder proper absorption of what he or she is taught in class. Policy formulators know why they introduced two BREAKS, intermittent games outside class and other recreational activities. Activities in the private schools must not affect policies in our public institutions. Why were we practicing the shift system? Apart from enrollment issues, the tiredness, fatigue etc were also considered.

About 8000 Trained Teachers to join the Ghana Education Service

The final year students of over 40 Colleges of Education in the country successfully completed their three year Diploma in Basic Education Courses on Friday.

The trainees totalling about 8000 from over forty Colleges of Education across the country shall be posted by the Ghana Education service to teach in the public basic schools across the country.

The Ghana Education Service earlier indicated that Trainees from all Public Colleges of Education as well as selected Private Colleges shall be Posted to teach latest by the end of August 2017.

The Education Service had earlier stated that Untrained Teachers from the Universities shall recruited in to the service after the postings of College trained teachers upon issuance of financial clearance by the Finance Ministry.

The 2nd Edition of the Education Community Awards (EDUCOM AWARDS) was held at the Volta Hall of the Holiday Inn Hotel in Accra on Saturday August 19,2017.

The Award Ceremony saw the Deputy Education Minister in Charge of Secondary and Vocational Schools,being the guest of honor.

The Award Ceremony saw very distinguished personalities who in one way or the other has made impact in the promotion of Education in Ghana.

The purpose of the Education Community Awards (EDUCOM AWARDS) is to recognise all the valuable educational related work that is undertaken within schools and communities across Ghana by schools, students/pupils, parents, media houses, publishers, agencies, NGOs and other individuals or organisations.

The 20 Awards categories will ensure there is an award for the most deserving children, teachers, parents, office staff, schools and other organisations.

Winners  received a winner’s plaque/shield/trophy, a certificate and in some cases educational resources. Highly commended second place nominees were also issued  certificates.

Ellis Ferdinand, who represented EducationGhana with a nomination for Best Media Promoting Education category won the Prestigious Award with Joy FM among other distinguished media houses in Ghana.

Ellis Ferdinand won the Award with an Internet blog making him the first Education Blogger to ever won such a category since the inception of the Awards.

Ferdinand has also become the first Ghanaian to ever get nominated as an Education Blogger in the Award’s history.

Ferdinand dedicated the Award to all teachers and Students in Ghana as well as Unemployed University trained teachers, urging government to as a matter of urgency, recruit them to occupy the empty classrooms in the country.

Examining Existing Teachers for License Unconstitutional – MNC

The Media Network for Change (MNC) says the decision by the National Teachers Council (NTC) to compulsorily examine existing teachers towards registering and licensing them is unconstitutional despite the legislative instrument backing it.

According to the group, existing teachers who were in the service prior to the passage of Act 778 (2008) should be exempted from writing any exams, whether written or proficiency.

A statement issued and signed by Mr Richard Akwasi Asante, Chairman of the group, described any move to examine teachers who were in the service before 2008 as “ex post facto”, a Latin legal phrase meaning retroactive or retrospective.

The group said Parliament per the 1992 constitution, has no power to enact retrospective laws since they are unconstitutional and against natural justice, therefore the council can be sued in accordance with article 1(2) of the constitution to make it null and void since such act is inconsistent with the constitution.

The law if it will be implemented should deal with teachers from colleges after 2008 when the law became operative and better their conditions of service before its implementation.

The group reminded the authorities to relook at section 31(5) of the Act that seeks to exempt teachers who were in the service before the Act came into force in 2008 from any examination.

The group says since the law did not prescribe the exact manner upon which the council will register and license teachers as unfortunate and could breed legal battles.

The group maintains that the brain behind the Act is to license professionally performing teachers as pertains in other professions, adding since Section 15(1) permits the council to employ unregistered teachers, it is a bad law.

According to the group, broader consultations should be made even before piloting it since the law will sack from the service, all lower ranked teachers who will fail the licentiate examination and non-professional teachers as well.

The group believes that the decision to license teachers is not a panacea to address teacher ineffectiveness adding government should provide resources to enhance the free Compulsory Basic Education (FCUBE) to support the free Senior High School policy since most schools charge parents to pay watchman fees, sanitation fees, examination fees, computer fees, building fees among others.

Robert Kafui Kofi Dey put out a sterling performance in all the course he read in the one year MA. Journalism program.

KAFUI DEY talked about his background to getting his masters degree.

In his words,Kafui made reference to how he tried to obtain his masters degree for the past 17 Years.

Never give up.

Today I graduated top of my class with a Masters from Ghana Institute of Journalism. This degree has been 17 years in the making.

In 1994, I graduated from University of Ghana and went to work for 6 years as a salesman. I had always wanted to be an academic and I was interested in world affairs and the media. So in the early 2000s, I applied to 3 different postgraduate programs.

I failed to get admitted for the Masters in international affairs and communication studies. No degree.

I got accepted for the MBA but had to drop out after a week because my employer thought it would interfere with my work. No degree.

A decade later I got accepted for a Masters program in shipping administration. This time I completed my coursework, passed all my exams but failed to complete my dissertation. No degree.

In 2015, 21 years after graduating with a BA from University of Ghana, I applied to GIJ. This was my 5th attempt at getting that Masters. I got accepted and dug into the program. Juggling family commitments, work schedules and evening classes with term papers and group discussions was no joke. But by God’s grace we made it and today we graduated. Yes degree!

What are you fighting for? If it’s worthy, keep at it. It doesn’t matter how long it takes. Run your race. Believe in yourself. And remember one thing.

Never give up.

In total,One-hundred and twelve people, including NDC MP for Odododiodio Nii Lante Vanderpuye graduated with various Master’s degrees including MA in Journalism, MA in Public Relation, MA in Media Management and MA in Development Communication.

46 students graduated with MA in Development Communication, MA in Public relation, Media Management and Journalism, had 44, 14 and 8 students respectively passing out.

Over 12,000 Nursing Candidates write 2017 Licencing Examination

A total number of 12,437 candidates comprising of Registered General Nurses (RGN), Registered Mental Nurses (RMN), Registered Midwives (RM) and Registered Community Nurses (RCN) are to partake in the licensing examination which was started today, August 21, 2017 in 93 centers nationwide.

The papers which were written today are; Paper 1 – Medicine and Medical Nursing for RGN, Pediatrics and Obstetrics/ Anatomy and Physiology for RM, Principles and Practice of Psychiatric Nursing for RMN and Principles and Practice of Community Health Nursing, School Health and Administration for RCN.

The paper 2 for the various programmes would be written tomorrow August 22, 2017 whilst on the third day all the candidates will write a general paper.


In all, about 7,357 RGN, 504 RMN, 3,149 RM and 1,424 RCN will be participating in the licensing examination which will end on August 23, 2017.
The Nursing and Midwifery Council would like to wish all candidates writing the basic licensing examination good luck.

WAEC Released BECE 2017 Provisional Results

The West African Examinations Council (WAEC) has released the provisional results of the 2017 Basic Education Certificate Examination (BECE).

In all a total of 468,060 candidates made up of 241,154 males and 226,906 females sat for the examination.

A statement signed and issued in Accra on Monday by the Head of Public Affairs at WAEC, Mrs Agnes Teye-Cudjoe said the subject results of 1298 candidates which is 0.28 per cent of the total candidature have been withheld for engaging in malpractice during the examination.

This, according to WAEC excludes the subject results of candidates who were detected by the Item Differentia Profile (IDP) software to have cheated in the objective tests.

It said the withheld results will be released after the conclusion of investigations into various cases of examination malpractice detected during and after the conduct of the examination.

According to WAEC, it was in the process of despatching the results to the schools through the Municipal/District Directors of Education but it has hosted the results online in the meantime, and that candidates who so desire may access their results online at WAEC’s website.
The statement explained that the figure of 468,060 candidates who wrote the exams this year is 1.53 per cent higher than that of 2016.

The candidates were from a total of 15,185 schools and the examination was administered at 1,702 centres.

Out of those who initially registered for the examination, 3,315 (0.71%) of the candidates were absent.

The statement said the Stanine grading system was used for the BECE with Grade 1 as the highest and Grade 9 being the lowest. “With this grading system, it must be noted that there are no failures in BECE.”

“The Council takes this opportunity to advise candidates to do independent work in the examination hall and to avoid seeking any form of illegal assistance as such acts would be detected and sanctions applied accordingly.”

“The Council wishes to express its deepest appreciation to all stakeholders especially the Ministry of Education, Ghana Education Service, Invigilators, the Ghana Police Service, Examiners and all who in various ways helped in the successful conduct of the examination and the timeous release of results.

Tech Uni. Teachers accused Government of a Possible reverse of Technical Universities to Polytechnics

Owusu,secretary to TTAG said gov’t intends to reverse Technical Universities back into Polytechnics

Mr.Foster Owusu, Secretary to the Technical Universities Teachers Association (TTAG) has alleged on Kumasi-based Abusua F.M that the government intends to reverse Technical Universities in the country back into Polytechnics.

Members of TTAG have been up in arms with the government over the constitution of governing councils issuing ultimatum within which government must comply are will incur their wrath.

It is in this light he hinted that government is feet-dragging in composing governing councils in order to buy more time to reverse these institutions back to polytechnics.

“Government is planning to reverse these institutions into polytechnics and I believe it is one of the reasons they are delaying in composing governing councils”, he alleged.

Eight polytechnics in 2016 that satisfied the requirements were upgraded into Technical Universities under President John Dramani Mahama after Technical Committee set up to advise government on the conversion, advised government the exercise must be done progressively to satisfy the requirements of becoming a technical university and per the Technical Universities Act 2016 (ACT 992) enacted by Parliament.

They are; Ho, Tamale, Cape Coast, Sunyani, Accra, Kumasi, Kofridua, and Takoradi polytechnics.
